Westchester County Clerk’s Office is currently Open and taking Appointments

With the restrictions to access to public buildings during the Covid-19 pandemic, the County Clerk’s Office is happy to announce the addition of Drop Box Service for the delivery of documents. The drop box is located on the first floor of the Courthouse, 111 Dr. Martin Luther King Jr. Boulevard in White Plains.

The Drop Box will be serviced three times daily from this point on. The Clerk’s Office will continue to operate each day except holidays.

Applying for a Pistol License in Westchester County:

  1. The Westchester County Pistol Permit Application & Application Instructions and the Pistol License Safety & Information Handbook for Westchester County are available at the Department of Public Safety's Pistol License Unit website. You must download the application and handbook.
  2. Pistol license applications are submitted to the Westchester County Department of Public Safety. Pistol License applicants must make an appointment with Public Safety’s Pistol License Unit by calling 914-995-2709. More information on applying for a pistol license is available at the Department of Public Safety website. The County Clerk’s Office cannot schedule pistol license appointments for Public Safety.
  3. The Department of Public Safety will fingerprint and interview the applicant and conduct a background investigation.
  4. Upon completion of its investigation, Public Safety forwards the application to the Office of the County Clerk.
  5. The County Clerk’s staff delivers the application to the Court for its determination. In Westchester County, Justices or Judges of the Supreme or County Court, respectively, determine whether a pistol license will be issued.
  6. The Court forwards its determination to the County Clerk’s Office. If the application is denied, you will be notified by the Court. If the application is granted, you will be notified by the County Clerk. Upon receipt of the County Clerk’s notification, you must make an appointment to pick up your license online HERE, or by calling or emailing the County Clerk’s Office at (914) 995-3088/3086 or .

To Amend or Obtain a Duplicate Pistol License:

  1. To add or remove a gun, change restriction, change employer, change address or request a duplicate pistol license, you must complete two originally signed State of New York Firearms License Amendment forms and submit both signed forms with the required fee to the Westchester County Clerk Pistol Licensing Division, 110 Dr. Martin Luther King Jr. Blvd., Room 340, White Plains, NY 10601.
  2. Additionally, an authorization form for the release of personal information must be submitted with any amendment request to change the restriction on your license. That form is available at the Department of Public Safety's Pistol License Unit website by clicking HERE.

To Recertify a Pistol License:

As mandated by the Westchester County Record-Keeping and Handgun Accountability Act, all current pistol licenses must be recertified with the Westchester County Clerk every five (5) years (on your birthday). You will be sent a notification and two copies of the Pistol License Recertification Form that are specific to your license about thirty (30) to sixty (60) days before the month in which your license is due to expire. Submit two (2) original copies of the Pistol License Recertification Form, along with the required fee, to the Westchester County Clerk Pistol Licensing Division, 110 Dr. Martin Luther King Jr. Blvd., Room 340, White Plains, NY 10601.

Pistol License Fees: The fees listed below can be paid by check or money order (if you are mailing forms in) payable to "Westchester County Clerk", or by cash or credit card if you come into the office.

*The processing and recertification fees are waived for Qualified Retired Police Officers, Uniformed Court Officers in the Unified Court System, Retired Correction officers and others as set forth in New York State Penal Law Section 400.00(14).

Westchester County Firearms Safety Course: The New York State Penal Code Section 400.00(4-b) states  “In the county of Westchester, at the time of application…  (the) licensing officer shall require that the applicant submit a certificate of successful completion of a firearms safety course and test issued in his or her name and endorsed and affirmed under the penalties of perjury by a duly authorized instructor. “
