The Passport Office is:

  • located in room #340
  • open Monday, Tuesday, Thursday and Friday, between 8:30 a.m. and 4:00 p.m.
  • The Westchester County Clerk's Licensing Division will no longer accept applications for Passports or County IDs on Wednesdays.

In order to apply for a U.S. Passport in the Westchester County Clerk's Office, you must fill out an application, provide proof of U.S. citizenship, proof of identity, one passport photo which can be taken in our White Plains office and pay the applicable fees.

Here are some additional details on each step of the application process:

Fill out an application for passport, Form DS-11 
Please complete the form legibly in BLACK ink, but do not sign the form. You will be asked to sign this form in the presence of a passport agent. The normal processing time is 8-11 weeks. You can request expedited service which is 5-7 weeks by paying an additional fee.

Provide proof of U.S. citizenship
In order to prove your U.S. Citizenship you must provide either a U.S. Passport or a certified copy of your birth certificate listing your parent(s) full name issued by a city, county or state, or an original Naturalization Certificate with a raised seal. Please note that a certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, registrar's signature, and the date the certificate was filed with the registrar's office, which must be within one year of your birth. If you do not have either a U.S. Passport or a certified copy of your birth certificate, you will need to provide Alternate Proof of U.S. Citizenship. Provide Proof of Identification
You may prove your identity with a valid U.S. Passport Book, previous or current U.S. Passport Card, a Naturalization Certificate dated within five years, or a current, valid driver's license, government identification card or military identification card. Note that a Social Security Card does not prove your identity. Provide one passport photo
You can get a 2x2 photo taken at the Westchester County Clerk's Office or Mobile Passport Office for $10.00. However, if you wish to bring your own photo, please provide one 2 x 2 full face color photo, taken within the last six months and capable of withstanding laminating temperature of 225 degrees Fahrenheit (107 Celsius). Photos need to show a current appearance, exhibit a clear front view of your entire face, and have a white background. You should not be wearing a hat, headgear, dark or non-prescription glasses in the photo. Note that vending machine photos are generally not acceptable.

Fee
Two different fees are collected when applying for passports. All three fees list below must be paid by check or money order only and payable to the US Department of State. The US Department of State fee must be paid by check or money order. 

  • Passport BOOK: Adults (16 & above) = $130.00
  • Passport BOOK: Child (under 16) = $100.00
  • Expedite Fee: Additional $60.00 plus $19.53 for overnight return
  • A $35.00 processing fee for each passport application may be paid for in cash, by credit card or a separate check or money order payable to Westchester County Clerk.  
  • We provide quality passport photo services for the price of $10.00 or $7.00 for Seniors.

Requirements for minors
All children, including newborn infants, must have their own passport. In addition to complying with the general requirements for applying for a passport please note there are additional requirements for children applying for a U.S. Passport.
