In Memoriam

Former County Clerk Leonard N. Spano

It is with great sadness that we report the passing of our friend and dedicated public servant Leonard N. Spano on February 10, 2019. Len was 88 at his passing.

A quiet giant in Westchester County public life, Len spent twelve years (1994-2005) as our County Clerk and twenty-two years (1972-1993) as a County Legislator.

Len loved public service, especially as County Clerk where he used to say he could always say “Yes” to a constituent. He was beloved by his staff and by the public at large.

Len was a leader who, as a County Legislator, helped in transforming our Westchester Medical Center into a modern tertiary care facility that serves the entire Hudson Valley. He was also the driving force in the Handgun Record-Keeping Accountability Act, which vastly improved the process of tracking legally obtained handguns.

Len was especially proud of his family, sixteen children strong along with 42 grandchildren and 18 great grandchildren. His eldest son Nicholas served in the State Senate for many years and his son Michael is currently the mayor of the City of Yonkers.

May Len rest in peace.

Westchester County Clerk Initiates Program To Alert Municipalities to Foreclosures

Idoni Seeks to Avoid Zombie Homes and Other Nuisances

County Clerk Tim Idoni has initiated a program to alert Westchester municipalities that a foreclosure proceeding has been commenced by a lending institution against a local property owner. Foreclosed properties are quite often abandoned or kept in disrepair during the process, harming the local neighborhood, or ignored by the bank or financial institution filing the foreclosure.

If you are a Westchester County resident and are in need of a personal identification card, you may apply in person at the Westchester County Clerk’s Licensing Office, 110 Dr. Martin Luther King Jr. Boulevard, Room 340 in White Plains, New York. The office is open to the public from 8:00 a.m. – 4:30 p.m., Monday through Fridays excluding holidays.


Idoni Honored as New York's County Clerk of the Year

County Clerk Wins Two State Awards

Westchester County Clerk Tim Idoni was honored by his peers with two prestigious awards on June 12, 2017 at the New York State Association of County Clerks (NYSACC) conference held in Lake Placid, New York. Idoni, currently serving in his twelfth year as the county’s recorder of land records and Clerk of the Supreme and County Courts, was hailed for his leadership in professional management processes, legislative advocacy and twenty-first century technological advancements. These are the ninth and tenth awards won since 2010, primarily for technological leadership and fiscal efficiency through systems that can be duplicated in counties all over the country.

Search Documents on Westchester Records Online

Search thousands of Westchester County Clerk records right from your home or office through our online portal, Westchester Records Online (WRO), by clicking the "Records Online" button on the left. You can find records ranging from 18th century deeds to judgments entered in our Legal Division last week to subdivision maps and atlases spanning the entire history of Westchester County. There is a fee to view images of documents (to offset the cost of scanning these documents), but quite a bit of data about a document is available free of charge. Click on "Records Online" and follow the instructions on the screen to get started. Sensitive documents such as matrimonial judgments or other sealed documents are not available online and require you to visit our office in White Plains and show proper identification. Westchester County Personal Identification Card
If you are a Westchester County resident and are in need of a personal identification card, you may apply in person at the Westchester County Clerk's Licensing Division, 110 Dr. Martin Luther King Jr. Blvd., Room 340, White Plains, New York 10601. The office is open to the public from 8 a.m. - 4:30 p.m., Monday through Friday.

There are certain requirements that must be met in order to apply for the Identification Card.  The links below will provide you with a list of guidelines for qualifying for a card as well as the application form. You must meet the criteria listed in the guidelines for residency and provide ample evidence to prove your identity. 

Fee Structure

  • $8.00 for the application fee
  • $10.00 for the photo card or $7.00 for Senior (65+) photo card fee

Most of the documents maintained by the Office of the Westchester County Clerk are public records, and are therefore available to the public via Freedom of Information Law (FOIL) requests.  This office has made an effort to make many of the public land and legal documents available directly to the public through our Westchester Records Online search tool, without the need to submit a request and wait for a response.  The court files that this office maintains for the Supreme and County Courts are exempted from FOIL, but most of these files are publically available via provisions of the Judiciary Law and can be requested directly from our Legal Division, without the need for a FOIL request.  The land records that this office maintains can be obtained directly from our Land Records Division as well.

In Westchester County, each county department complies with its own FOIL requests.  The Office of the Westchester County Clerk complies with FOIL requests seeking records held by the County Clerk.  All other FOIL requests regarding County departments or actions should be addressed to the appropriate department’s FOIL officer or to the County Executive or County Attorney.

Please note that if you are seeking a land record, such as your deed,  you can request that directly from our Land Records Division.  If you are seeking a court record, such as your divorce decree, you can request that directly from our Legal Division.

Establishing Automated Clearing House (ACH Debit) Accounts with the Office of the Westchester County Clerk

Individuals or Organizations who frequently submit documents may establish an ACH Debit Account with the County Clerk to insure an easy, quick and accurate payment of their transactions.  Requestors may specify any bank account held at a participating Federal Reserve Bank to be used as an ACH debit account for the payment of fees and/or taxes due in connection with any of the following:

  • Recording Fees, Mortgage Taxes and Transfer Taxes in our Land Records Division;
  • Court fees when documents are submitted via the New York State Courts Electronic Filing (NYSCEF) System; and
  • Filing Fees for Electronically Filed Uniform Commercial Code (UCC) Statements

ACH Debit Account Set Up

In order to establish a debit account with the County Clerk, requestors need to provide a completed Authorization for Direct Payment.  The completed agreement form should be faxed and mailed to:  Claudette Spence, Office of the Westchester County Clerk, 110 Dr. Martin Luther King Jr. Blvd., White Plains, NY 10601/Fax Number: (914)813-4205.

Once your authorization form has been received, our office will process a $.50 (fifty cents) transaction through your designated ACH account to be sure that the account information captured is accurate and that future debits will be properly processed.  Requestors will receive an activity report email when the money is transferred out of their account and a second email when the money is transferred back into their account.  Once the account test has been successfully completed, the customer will receive an email to confirm they can begin using ACH as a payment option. We estimate it will take up to five business days to establish an ACH account.

Using ACH Debit to Pay For a Submission

Once your ACH Debit Account is set up, you can begin using it as follows:

Recording Fees, Mortgage Taxes and Transfer Taxes: When preparing your PREP Payment Cover Page, simply choose ACH as your payment type.  If you have more than one ACH Account, choose the account from which you would like fees or taxes debited.

Court Fees for Documents Submitted via NYSCEF: On the Payment Screen in the NYSCEF System, simply choose “Debit from Account on File with County Clerk” as your payment type.

Electronically Filed UCCs: If you wish to use ACH Debit to pay for an e-filed UCC, you will be issued a PIN by the Office of the Westchester County Clerk which you will need to enter on the Shopping Cart page of the application.

Debiting Your Bank Account

When the Office of the County Clerk is ready to debit your account, you will receive an email notification with transaction details including the amount to be debited.  The debit will take place two business days following the e-mail notification to offer you time to confirm that funds are available and the proposed debit is in order.

  • Eliminate document rejections due to incorrect payment amounts or unsigned checks
  • Your payment is only processed when your document is recorded, eliminating accounting headaches caused by documents which have been paid for but rejected
