Passport and Westchester County ID applications are now accepted five days a week.
For your convenience, documents may be delivered to the County Clerk by use of the drop box located in the lobby of the courthouse.
County Clerk Idoni Announces Hours and Services Changes
URGENT: County Clerk Timothy C. Idoni announced today that due to the coronavirus pandemic his office will be making some major changes in service delivery in order to protect the general public and his staff from the dangers. Effective Tuesday, March 17th, he has reduced his staffing by fifty percent (50%) each day, while the normal 8:00 a.m. – 5:00 p.m. office hours have been reduced to 9:00 a.m. to 4:00 p.m.
Idoni said, “We will be providing almost all the regular services with a few exceptions, while lowering the amount of traffic in and out of the office, as per the Governor’s expectations during the emergency.”
Idoni asks the public to limit their submissions to the office to essential and time sensitive business if at all possible in the short term. Additionally, it is requested that most legal documents be e-filed (courts), e-recorded (land records), or submitted by mail.
In addition the issuance of passport and personal identification cards have been suspended due to their need to be done in person. Naturalization services have been postponed until at least mid-May.
Idoni also wishes to notify the public that while pistol licenses will continue to be processed, due to the closure of some of the courts in Westchester, the approval of some licenses may be delayed in the short term.
The clerk concluded by saying the office will continue to answer all telephone inquiries and e-mails during this time period. The office wishes to maintain most of its services while also insuring that personnel and the general public have been carefully protected.

UPDATE: Due to the continued spread of COVID-19, the Westchester County Clerk's Office, in coordination with the United States Citizenship and Immigration Service USCIS), is postponing the next two Naturalization ceremonies, scheduled to take place on Thursday, March 19th, and Thursday, April 2nd. The Clerk's Office understands this an inconvenience, as many have been waiting for this extraordinary day to be sworn in as an American citizen, but public safety is far too important at this time.
"The best way to combat the Coronavirus is to stop it from spreading by practicing social distancing." stated Westchester County Clerk Timothy C. Idoni. "Between new citizens, their families, and staff, the Naturalization Ceremonies are attended by almost 300 people, and as Westchester finds itself the epicenter of the outbreak, it is just too much of a risk."
The Clerk's office will reschedule both dates as soon as possible, and make sure all new citizens will have their day to be sworn in. Those expecting to be sworn in on March 19th should contact USCIS for any updates. In the meantime, the Westchester County Clerk urges the public to please follow the CDC guidelines and listen to local leaders for the best practices to help protect you and your loved ones.
Old Version of Form May Be Used Until February 28, 2020
The New York State Department of Taxation and Finance (“DOTF”) has recently updated form TP-584 to accommodate the recent amendment to Section 1409(a) of the New York Tax Law. The amendment to the Tax Law requires the real property transfer tax return to include the membership of any and all LLC’s that are a party to the transfer of a one to four family dwelling unit.
The new version of the TP-584 now includes the party type “Multi-member LLC” and the property type “Four-family dwelling,” and requires an addendum listing the LLC members if one of the parties is a multi-member LLC and the property is a one to three family dwelling or a four-family dwelling. The newly revised TP-584 has been integrated into the Westchester County Clerk’s PREP System and is required for any transactions created in PREP since the implementation of the change on January 3, 2020.
As this change to the system has been newly implemented, and the tax forms for a property transfer are often prepared in advance of the closing, documents submitted on the old version of the form will be accepted by this office through February 28, 2020. Any submissions using the old form, however, must still comply with the new requirements for multi-member LLCs by including the membership of the LLC(s) on an addendum as the last page of the TP-584.

Effective 3/11/2020: There is a $10 additional recording fee for all residential deed recordings.
On December 12, 2019, NYS Real Property Law Section 291 was amended, effective March 11, 2020. The amended legislation requires the County Clerk, upon the recording of a conveyance of residential real property, to “mail a written notice of such conveyance to the owner of record.” The law also provides that the County Clerk is “entitled to charge a reasonable fee to cover the cost of mailing” and the “party seeking to record such conveyance shall bear the cost of such written notice.”
The NYS Association of County Clerks, in order to provide uniformity throughout New York, has determined that $10 is a reasonable fee per document.
The fee will apply to property class codes 200-299, 411-C and 411-D on the RP 5217 form.
In Westchester County, this fee will apply to all residential deed documents executed on or after March 11, 2020 and to all residential deed documents submitted in Westchester County’s Property Records Electronic Portal (PREP) system or through a third party electronic recording facilitator on or after March 11, 2020, regardless of the document date.
Amendment to NYS Tax Law Affects Recording of Deeds for LLCs
The Westchester County Clerk’s Property Records Electronic Portal (PREP) System has been updated to accommodate recent changes to the NYS Tax Law, affecting conveyances where a multi-member limited liability company is a grantor or grantee. When a multi-member LLC is a party to a conveyance, the members of the multi-member LLC must now be entered into the PREP System, and the Multi-Member LLC Addendum will automatically be generated and appended to the TP-584 form, when necessary.
Section 1409(a) of the New York Tax Law has been amended, effective September 13, 2019, in relation to real property transfer tax returns of limited liability companies (LLC).
The amended legislation “requires the real property transfer tax return relating to residential property sold or purchased by a limited liability company to include information on the ownership of such company.” S1730 Sponsor Memo
The amendment only applies to the conveyance of residential real property containing one- to four-family dwelling units when the grantor or grantee is an LLC. The implementation of the amendment has required changes to the TP-584 by the New York State Department of Taxation and Finance (DOTF). The revised TP-584 is now available in PREP and the required Multi-Member LLC Addendum will automatically be generated by following the procedure below:
If you are recording a deed:
- of a residential real property containing a one- to four- family dwelling unit, and
- a grantor or a grantee is an LLC
- If a grantor or grantee of a Single Member LLC is a natural person, the TP-584 may be completed as in the past, by adding the LLC Member using the link provided on the Party Tab.
- If the grantor or grantee is an LLC with multiple members, or the sole member of the grantor or grantee LLC is not a single natural person, then all members, managers, or any other authorized persons must be listed, by using the “Multi-Member Party” link provided on the Taxes Tab.
2a. If a member of the LLC is another LLC or other business entity, all shareholders, directors, officers, members, managers, partners and authorized persons of said LLC or business entity must be listed by name and business address until “full disclosure of ultimate ownership by natural persons is achieved.”
